風光は景色という意味を持ち、明媚は自然の景色が美しいことという意味を持ちます。
という訳で、風光明媚は景色がとても美しいことを意味します。
風光 means scenery, and 明媚 is the beauty, particularly the kind found in nature. Therefore, 風光明媚 is scenic or natural beauty.
